Our Background
Substance abuse, particularly drug and alcohol misuse, has been identified as a significant contributor to child abuse, domestic violence, sexual and gender-based violence, and the spread of HIV/AIDS in Rwanda. Research has also shown a strong association between substance use disorders and mental health problems, creating complex health and social challenges for affected individuals, families, and communities.
The combined impact of substance abuse, gender-based violence, HIV/AIDS, and mental health disorders represents not only a major public health concern but also a social, legal, and national security challenge. If left unaddressed, these issues can negatively affect the socio-economic development of the country.
In response to these challenges, the Rwanda National Police, in partnership with the Ministry of Health, established the Huye Isange Rehabilitation Center (HIRC) in Huye District as an inpatient medico-legal referral rehabilitation center. The center was created to provide multidisciplinary rehabilitation services for individuals affected by drug and alcohol addiction, while contributing to the prevention of gender-based violence, child abuse, and related health consequences, including HIV/AIDS.
HIRC also serves as a specialized institution providing expertise in forensic psychological and psychiatric assessments within the framework of complementary criminal investigations requested by prosecution authorities and courts of law.
The center was officially designated as a Referral Rehabilitation Center by the Minister of Health through Letter No. 2/4673/DGCPHS/215 dated 19 October 2015, after which it became operational. In May 2016, HIRC was transferred to the Ministry of Health along with other health facilities previously managed by the Rwanda National Police.
Treatment and Rehabilitation Services
HIRC is a specialized center dedicated to receiving, treating, and rehabilitating individuals suffering from substance use disorders. Patients may be admitted voluntarily or referred by family members, employers, local authorities, or other relevant stakeholders. As a public health institution, services are provided in accordance with agreements established with recognized health insurance providers.
During their stay, patients receive comprehensive and integrated care, including medical treatment, psychiatric and psychological services, psychoeducation, and therapeutic recreational activities. Treatment is delivered through a multidisciplinary approach designed to support recovery, improve mental well-being, and promote long-term rehabilitation.
Following discharge, patients are enrolled in a structured follow-up program that includes regular clinical reviews, laboratory testing, and psychotherapeutic sessions. These follow-up services are essential for monitoring progress, preventing relapse, and supporting sustained recovery.
